For "content packs" only?

Maybe we should add some text explaining that this article is applicable only for "content pack" mods.

SMAPI mods that do not use any content pack frameworks, for instance, will not have content.json

And adding a GMCM config to a SMAPI mod is something that really needs some effort 😄
